The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Tuesday,
November 19, 2024 in the LWL conference room. Present were Commissioner Peter Cooper, Commissioner Linda MacNeil, Director of Finance Lori Hogan and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the November 4, 2024 regularly scheduled Commissioners meeting were reviewed. Commissioner MacNeil made a motion to accept the minutes as presented, seconded by Commissioner Cooper.
The vote was in favor of the motion 2-0-0
APPOINTMENTS:
Mr. Peter Govoni and Mr. Scott Clark representing White Mountain Hydroelectric Corporation (WMEC) discussed the current contracted energy price with the BOC and asked the BOC to consider increasing their energy rate.
There was a discussion between the BOC and Mr. Govoni regarding the wholesale spot market the LWL hedged contract prices as compared to the WMHE contract. A five (5) contract term was also discussed.
The BOC agreed that they would not make a final decision until the full board was present.
WMHC thanked the BOC for their consideration and exited the meeting at about 1:30 p.m.
DIRECTOR of FINANCE and HUMAN RESOURCES REPORT:
1. The annual LWL Christmas luncheon is scheduled for Wednesday,
December 11, 2024 at the Beal House Bed and Breakfast from 12:30 p.m. to
3:00 p.m.
2. Mrs. Amy Hicks was introduced to the BOC. Amy began work on Monday, November 18, 2024
3. The first round of notices under the revised rules for Lead and Copper that addressed water service line characteristics were mailed to the effected customers. Mrs. Hogan stated that she certified that the notices were mailed in accordance with the new rules with NHDES.
4. LWL email system (Office 365) was hacked (breached) recently. The perpetrator accessed the email through the cloud portal and posed as a legitimate LWL power supply representative requesting that the bank routing number be changed immediately due to audit concerns. When LWL questioned this action with the vendor the vendor stated that it was false, as they did not generate the request. LWL escalated this breach to the police, SNS and insurance company and a deep forensic dive into the LWL cyber systems was initiated by a third party working for the insurance company. As of this meeting no foreign or ransomware threats have been discovered hiding inside any LWL local network systems. As a direct result of LWL payment protocols, business practices and the heads-up action of LWL employees, no LWL funds were lost.
GENERAL/OTHER BUSINESS:
Mr. Considine stated that LWL completed the installation of the Christmas decorations along main street this week
The new digger/derrick truck has been ordered and LWL is waiting for a contractor to quote the Lafayette Substation rebuild.

There being no further business to come before the board Commissioner MacNeil made a motion to adjourn the meeting, seconded by Commissioner Cooper.
The vote was in favor of the motion 2-0-0.
