The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Sep 3, 2024

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Tuesday, September 3, 2024 in the LWL conference room. Present were Commissioner Peter Cooper, Commissioner Ralph Ross, Commissioner Linda MacNeil, Director of Finance Lori Hogan and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the August 19, 2024 regularly scheduled Commissioners meeting were reviewed. Commissioner MacNeil made a motion to accept the minutes as presented, seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0

CUSTOMER & PUBLIC COMMENTS:

1. Mr. Considine stated that Mr. Elliott has prepared a presentation regarding LWL’s use of the Merrill property and efforts to restore the property back to/ better than preconstruction activities. Mr. Elliott will make his presentation at the next BOC meeting.

2. Daymark Energy representatives will be attending the September 16, 2024 regular BOC meeting.

SUPERINTENDENT/ GENERAL MANAGERS REPORT:

Mr. Considine stated that he is in discussions with NHDES regarding the Lead and Copper Rule Revision service line inventory. Though LWL has kept accurate records with regards to service line locations and has been collecting data as to service line materials inside the structures, information is lacking regarding the service line material between the curb stop and the water main. Though past BOC minutes have been presented to the state that indicate that LWL BOC voted not to install a water meter on a lead service line the state may not except that as positive evidence that the BOC directive was followed.

A remote zoom meeting on Friday between LWL, the NHDES and their consultant is planned.

GENERAL/OTHER BUSINESS:

The BOC reviewed several quotations and the engineer’s recommendation regarding the structural steel needed to rebuild the overhead superstructure for the Lafayette Substation. The proposed arrival date is in February 2025.

Mr. Considine informed the BOC that the design for the rebuild/upgrade of the Lafayette Substation is complete. This will bring the substation in conformity with 15kV standards and correct the voltage flow making it more lateral, improving the overall operational safety by reducing fault current exposure to employees.

Commissioner Ross inquired about the construction timeline.

Mr. Considine stated that he and Mr. Elliott have not had that planning discussion to date though he would like to get the materials on order and establish arrival dates. The structural is the largest materials requisition needed next to the foundation concrete work.

Following some additional discussion Commissioner MacNeil made a motion to accept the engineer’s recommendation and award the bid to DIS-TRANS Steel in the amount of $136,535 to provide the fabrication and steel for the rebuild of the Lafayette Substation. Seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0

MEETING ADJOURNMENT:

There being no further business to come before the board Commissioner MacNeil made a motion to adjourn the meeting, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

The meeting adjourned at 2:00 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
