The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on March 18, 2024 in the LWL conference room. Present were Commissioner Linda MacNeil, Commissioner Ralph Ross, Director of Finance Lori Hogan and Superintendent Thomas Considine.
MINUTES REVIEW:
The minutes of the March 4, 2024 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner MacNeil.
The vote was in favor of the motion 2-0-0
APPOINTMENTS:
Convergent Energy canceled their remote session with the BOC that was scheduled for 1:30 p.m. to discuss concerns regarding the risk of fire at energy storage facilities managed by Convergent.
DIRECTOR of FINANCE and HUMAN RESOURCES REPORT:
1. The audit team from Vachon Clukay completed their on-site review of LWL financial records for the year ended 2023 last week. No financial adjustments were made to the December 2023 financial statement or were recommended. The Commissioners agreed and accepted the financial statement for the month ended December 2023 that were previously discussed now that the auditors had no adjustments.
2. Moody’s Investment service completed their annual credit review of LWL financial statements and business practices on Tuesday, March 19, 2024 and awarded/maintained LWL’s “A1” investment grade rating for long term investing (power supply purchases). Entities with this type of rating are considered to have a very strong degree of safety regarding timely payment of financial obligations, cash flow and conservative low risk business practices. LWL depends on this strong credit rating to purchase power competitively without having to secure bonding or post other financial guarantees and to participate within the ISONE wholesale marketplace.
SUPERINTENDENT/ GENERAL MANAGERS REPORT:
The permitting of the proposed drinking water well (Lafayette Well B) and the permit letter was reviewed with the BOC. NHDES issued a conditional permit to LWL for placing the well-service. LWL has not discussed the March 7, 2024 NHDES correspondence with Geosphere Environment that has been working directly with NHDES regarding the permit.
MEETING ADJOURNMENT:
There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner MacNeil.
The vote was in favor of the motion 2-0-0.
The meeting was adjourned at 1:55 p.m.
