The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Dec 4, 2023

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Monday,
December 4, 2023 in the LWL conference room. Present were Commissioner Linda MacNeil, Commissioner Ralph Ross, Commissioner Peter Cooper, Director of Finance Lori Hogan and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the November 21, 2023 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

CUSTOMER & PUBLIC CONCERNS:

1. Kevin Sorrell, LWL Chief Water Operator introduced the BOC to Reilly Crapo, LWL’s newest employee. Reilly’s first day of employment with LWL was on November 27, 2023, he will be working in the water division as an apprentice water operator.

2. LWL has been asked to participate in a public relations/service campaign sponsored by Notchnet to promote the Littleton downtown businesses for the holidays. This would be a one (1) minute non-political promotional video aimed at all the good things happening in Littleton to encourage and sustain our economy. The video clips would run on the Golittleton.com web portal.

The BOC agreed as it is not political but promotional.


DIRECTOR of FINANCE and HUMAN RESOURCES REPORT:

Mrs. Hogan reviewed the changes to the NH Retirement System (NHRS) Earned Compensation calculations with the BOC. Employees vesting prior to the rules change (2012) are not affected as to how their retirement date and compensation are determined.

Following some discussion Commissioner Cooper made a motion to adopt the changes in earnable compensation as defined by the NHRS and items subject to employer discretion will not be funded. The effective date of each change will be staggered to accommodate changes to software as recommended by management. Seconded by Commissioner Ross

The vote was in favor of the motion 3-0-0.


SUPERINTENDENT/ GENERAL MANAGERS REPORT:

1. Convergent Energy will be discussing their proposed energy (battery) storage project at the Littleton BOS meeting on Monday, December 11, 2023 regarding the possibility of a long-term lease due to commercial operations. Convergent request representatives from LWL attend the meeting.

Commissioner Copper stated that he plans to attend along with Mr. Considine.

2. LWL will be working at Crosstown Motors this week to install their pad mounted transformer in support of their electric vehicle charging station. A similar project was previously completed at Littleton Chevrolet.

3. The year ended physical inventory (materials) count will be conducted by LWL staff over the next couple of weeks in preparation for the year ended financial audit.


GENERAL/OTHER BUSINESS:

Mr. Considine presented a brief overview of the proposed 2024 major equipment and projects to the BOC. A replacement utility truck, Lafayette Substation design, old meter building demolition and AMI equipment installation are the major items being discussed.

MEETING ADJOURNMENT:

There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

The meeting adjourned at 2:15 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
