The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Oct 2, 2023

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Monday,
October 2, 2023 in the LWL conference room. Present were Commissioner Linda MacNeil, Commissioner Ralph Ross, Commissioner Peter Cooper and Superintendent Thomas Considine.


The minutes of the September 18, 2023, 2023 regularly scheduled Commissioners meeting were reviewed. Commissioner Cooper made a motion to accept the minutes as presented, seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0


1. The adjustment to the electric rates (reduced nominal by 20%) took effect at midnight October 1st, 2023. The LWL website was also updated to reflect changes. Public notices were posted by both local newspapers.

2. The NH Department of Energy recently distributed the proceeds from the sixty-first (61) Regional Greenhouse Gas Initiative (RGGI) Cap and Trade auction to LWL for disbursement in the amount of about $60,730. When payment is made to LWL eligible electric customers will receive a rebate (credit) in the amount of about $11.86/1,000 kWh applied to their November 2023 statement.

3. The BOC reviewed a sample water invoice/statement showing water usage in gallons (usage/Gal) added to the right side of the water information bar. A suggestion made by the NHDES during LWL’s recent water conservation audit was that “It would be easier for the average person to consider water conservation measures if they recognize what a cubic foot of water was equal to in gallons”. The revised adjustment will be on October’s invoice.


Justen Elliott, LWL Line Supervisor briefed the BOC regarding overhead line projects recently completed by LWL.

Most notably was the reconductoring of the overhead circuit along the Bethlehem Road and the upgrading of the Interstate 93 NB & SB crossing that is just south of Exit 41 that was completed by a contractor. This project has been on LWL books since 2016 and seemed to be stalled over the years for several reasons, a total of seventeen (17) spans or 3,500 feet of overhead line was upgraded.

Another noteworthy project was the relocation (overhead to underground) of circuit 43 that feeds most of the northeasterly service area and is the most heavily loaded circuit supplied out of the Lafayette Substation. The circuit was placed underground with the assistance of the property owner to remove all the overhead lines from in front of the newly renovated property. Two (2) of the four (4) circuits that pass directly in front of the property above ground are inactive, it is expected that by this time next year all the circuits will be relocated and removed from directly in front of the property. The relocation of these circuits is in coordination with the overall voltage conversion plan and replacement/upgrade of the Lafayette Substation currently under design.

LWL will begin working on phase 2 of the Burndy Circuit 21 relocation as time permits starting this week. Phase 1 was completed in 2022 when the circuit was relocated along Burndy Road between the substation and Industrial Park Road and placing conduits under the interstate bridge on the Industrial Park Road. Phase 2 will relocate the remaining overhead circuit from the easement behind Shaw’s Market to the Industrial Park Road interconnection just south of Harbor Freight.

In the 2024 budget plans are being made to address overhead equipment on several sections of the 34.5 kV transmission line. Most likely the work will be accomplished using contractors due to the access limitations of LWL wheeled equipment. LWL crew will be working on the section that we can safely access with our equipment i.e., the switch on Williams Road that has been problematic over the past several years and its functionality is questionable.


There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

The meeting was adjourned at 1:58 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
