The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Dec 3, 2018

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on December 3, 2018 in the Littleton Water and Light (LWL) conference room. Present were Commissioner Ralph Ross, Commissioner Peter Cooper, Commissioner Schuyler Sweet, Financial Director Cheryl Wilkins, and Superintendent Thomas Considine.


The minutes of the November 19, 2018 regularly scheduled Commissioners meeting were reviewed. Commissioner Sweet made a motion to accept the minutes as presented, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.


1. Commissioner Sweet stated that he had received an inquiry from a resident of Littleton and business owner that asked why LWL sends out return envelopes to customers that pay generally on-line. The customer suggested that LWL should sort all customers that pay their LWL statement on line and not send them the blue return envelope as this would save money.

Superintendent Considine stated that customers have the option through the online web portal to turn off their paper copies in the system and some choose to do so. Activating this option would stop all paper transactions being printed and mailed and allow the user to strictly use the online tools. The inserting process is automated, the time that it would take to sort online payment customers and pull their statements and remove the return blue envelope(s) is not an efficient or productive use of LWL personnel and would ultimately cost LWL more than just the cost of an envelope. LWL on a trial basis tried to eliminate the return envelope in the past though this action was not favorably received by many LWL customers that use the envelopes monthly.

2. The recent heavy snow fall followed by the rain caused numerous outages scattered throughout the LWL service area due to sagging lines and falling branches. The majority of the outages required minimal effort to restore power. The loss of the CVC paging network during the storm compounded restoration efforts and delayed response time for some customers as customer trouble calls could not be forwarded to on-call personnel.

Grafton County dispatch called an employee directly by landline to alert LWL. Typically the CVC paging network is very reliable and has worked well for many years, this was the first incident where the entire paging network did not function.


1. The Littleton Area Chamber of Commerce contacted LWL recently and stated that the Christmas decorations (bulbs) are ready to be hung on Main Street light poles. LWL will coordinate this effort.

2. LWL personnel will be starting the year end physical inventory count in preparation for the fiscal year ended 2018 audit. Representatives from the auditing firm are expected to observe and spot check the physical count process.

3. A job vacancy newspaper ad was placed with the Courier and Caledonia Record that will run over the next several issues soliciting a Utility Technician.


1. The BOC reviewed the capital project and equipment proposals for 2019.

Commissioner Ross commented that the BOC would act on both the 2019 O&M budget and capital proposals at their December 17, 2018 meeting.

2. Commissioner Sweet presented the BOC with a paper titled Town of Littletonís Park (LIDC) Expansion that he had recently been given by Brien Ward.

Following some general discussion as to the location of the proposed expansion no action or discussion was taken by the BOC relative to the document.


Commissioner Cooper made a motion to adjourn the meeting, seconded by
Commissioner Sweet.

The vote was in favor of the motion 3-0-0.

Meeting adjourned at 2:11 p.m.

The regularly scheduled Commissionerís meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Departmentís conference room.
