Regular Meeting Jul 3, 2017

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, July 3, 2017 in the Littleton Water and Light (LWL) conference room. Present were, Commissioner Perry Goodell, Commissioner Peter Cooper, Commissioner Ralph Ross, Financial Director Cheryl Wilkins and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the June 19, 2017 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

SUPERINTENDENT/ GENERAL MANAGERS REPORT:

1. The LWL has been working with the NH Community Development Finance Authority (NHCDFA) in an effort to provide energy audits to small businesses at a reduced cost. As LWL does not have a System Benefits Charge LWL does not qualify for any energy efficiency grant money that is provided through the Regional Greenhouse Gas Initiative (RGGI) program. A small business in the LWL service territory that meets the NHCDFA criterion may be eligible for the majority of the audit expenses to be paid for by the NHCDFA. LWL placed a message on the monthly statement and a link was provided on the LWL website for customers to find additional information and the NHCDFA contact person that is managing the program.

2. Jan Marshall a member of the Lisbon Mt. Eustis Road Industrial Park Steering Committee is planning to attend an upcoming BOC meeting. Ms. Marshall wants to brief the BOC with regard to the status of their proposal and their efforts to date.

The BOC agreed that they should attend the August 7, 2017 regular meeting as a full board will be present for the discussion.

3. There was a significant incident last Friday afternoon (June 30, 2017) that affected the Fair Point Communications service for a large portion of the northern NH service area including LWL phone and paging service. The telephone conduct on the pole as the cable transitions from overhead to underground at the intersection of Cottage Street and Union Street was pulled apart as it was caught by a truck.

The line size was 900 to 1000 pair or a wire size of about 2-inch in diameter. Telephone service was restored by Monday afternoon (July 3, 2017).

GENERAL/ OTHER BUSINESS:

LWL recently received about $8,500 for the RGGI auction funds to distribute back to customers. The anticipated rebate amount is about $1.50 per 1000 kWh of energy consumed that will be applied as a credit on the customer’s statement in July 2017.

ADJOURNMENT:

Commissioner Ross made a motion to adjourn the meeting, seconded by
Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

Meeting adjourned at 1:55 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
