The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Aug 18, 2014

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, August 18, 2014 in the Littleton Water and Light Department (LWL) conference room. Present were Commissioner Perry Goodell, Commissioner Eddy Moore, Commissioner Ralph Ross, Financial Services Director Cheryl Wilkins and Manager Thomas Considine.

MINUTES REVIEW:

The minutes of the August 4th, 2014 regularly scheduled Commissioners meeting were reviewed. Commissioner Moore made a motion to accept the minutes as presented, seconded by Commissioner Ross.

The vote was in favor of the motion 2-0-1. Commissioner Goodell abstained from voting as he was not present for the August 4th meeting.


CUSTOMER & PUBLIC CONCERNS:

The new automated telephone system was utilized for the first time this past week to contact delinquent customers. More than sixty (60) calls were made within thirty (30) minutes, a task that typically tied up some of the front office staff for most of a day. There has been some mixed customer reviews as to this particular method of notification.


SUPERINTENDENT/ GENERAL MANAGERS REPORT:

1. LWL personnel responded to a significant water main leak on Redington Street near the Union Street intersection at about 11:30 pm on Wednesday, August 13th. The leak affected a large portion of both the gravity and high pressure zones as loss of water pressure was reported throughout the system. The excavation revealed that a large section of the 12” water main, measuring about 30” long and 18” wide (about 40% of the circumference of the water main), detached itself from the top of the water main. This resulted in an almost immediate drop/ loss of water pressure system wide though especially noticeable on the gravity system.

The reports of drop in water pressure in the high pressure zones (Mt. Eustis and Mann’s Hill) was due to timing as the booster pumps at both stations attempted to start but had no water supply. Once the pumps were shut down pressure was restored to these higher areas. The water main between Union and Washington along Redington was isolated and the water service to this area was shut down at about 1:30 am on Thursday, August 14th. System pressure was restored by about 2:00 am following the isolation of the leak; service was restored to the affected area in the vicinity of the leak at about 2:00 pm.

2. The 8” water main at the junction of Highland Avenue and Brook Road was successfully relocated by LWL personnel with the assistance of Dodge Contracting. The project took three (3) working days to complete. The area disturbed on Highland Avenue (about 100’ x 10’) will be paved in conjunction with the town’s plan to reclaim the Brook Road area which includes this intersection.

3. Plans to replace the water/ sewer and drainage along High Street between Pleasant and Jackson Street were released for bid this past week. LWL is replacing this section of water main to facilitate the placement of the new sewer main and to accommodate the 10’ separation for new construction between potable and sanitary services in the public way. Bids are due by August 29th.

GENERAL BUSINESS:

1. Funds that the department received through the Regional Greenhouse Gas Initiative (RGGI) auction are being credited back to all LWL customers with energy (Kwh) usage recorded this month. Customers in the first two (2) monthly billing cycles received a credit of $6.10 per 1,000 Kwh of use. To date about $7,300 of the total funds received have been credited and no customers have inquired about why there is a credit on their statement. (Note - The RGGI credit is being applied equally across all rate classes and does not take into effect the payment history of the customers).

2. The department with the assistance of La Capra Associates, solicited bids for wholesale power for some of 2014 and 2015, in total about 16,000 hours were purchased. The weighted average for the purchase prices was about $81.00 per Mwh. This procurement represents about 11% of the departments anticipate total resources for this period.

3. The decorative lighting damaged during the July 1st micro burst on Mill Street recently installed as part of the River District Demonstration Project was discussed by the BOC. The department recently determined that due to the structural damage to the post at the attachment point of the arm that the entire system needs to be replaced. Following some discussion the BOC agreed that the department should limit its responsibility to the electrical supply as the property belongs to the Town/ River District.

Commissioner Ross made a motion to adjourn the meeting, seconded by
Commissioner Moore.

The vote was in favor of the motion 3-0-0.
