Minutes of Littleton Water and Light Meetings

The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Mar 3, 2014

The regularly scheduled Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, March 3, 2014 in the Littleton Water and Light Department (LWL) conference room. Present were Commissioner Eddy Moore, Commissioner Perry Goodell, Commissioner Ralph Ross and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the February 18, 2014 regularly scheduled Commissioners meeting were reviewed. Commissioner Goodell made a motion to accept the minutes as presented, seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0.

SUPERINTENDENT/ GENERAL MANAGERS REPORT:

1. The department attended a meeting on Mill Street last week with representatives of the Mill Street District Revitalization Committee to discuss installing street lighting. Preliminary plans are to construct a scenic overlook/ vista and sidewalk between Centennial Park and the covered bridge in the Mill Street district.

The BOC stated that before LWL considers committing any resources to the Mill Street area, with the exception of the ongoing planning process, that a representative from the Committee needs to present their proposed plan to the BOC.

2. The department recently was involved in a telephone conference call with representatives of the Northeast Utilities with regard to future transmission services. A face to face meeting will take place this spring to discuss matters of transmission supply reliability.

3. A representative for NISC is on site this week familiarizing LWL personnel and setting up the accounting and business solutions (ABS) modules within iVue software (new customer care and accounting software). The ABS portion of iVue is scheduled to be placed in service this May.

GENERAL BUSINESS:

The BOC discussed the expenses for month ending January 2014 relative to the department’s power supply. The department realized a significant shortfall (about 23%) and was required to purchase from the ISONE spot market at historically high prices. The high cost for power is due in part to extreme cold temperatures in January and constrictions in natural gas supplies. This had a negative effect on the overall month operating budget for the electric division. The BOC agree that the market cost and department expenses would have to be monitored closely over the next several months. If these expenses becomes a trend and continues the department may be forced to take appropriate action with regard to adjusting its electric rates.

ADJOURNMENT:

Commissioner Ross made a motion to adjourn the meeting, seconded by
Commissioner Goodell.

The vote was in favor of the motion 3-0-0.

Meeting adjourned at 2:00 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
