The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Mar 4, 2024

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Monday,
March 4, 2024 in the LWL conference room. Present were Commissioner Linda MacNeil, Commissioner Ralph Ross, Commissioner Peter Cooper, Director of Finance Lori Hogan and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the February 20, 2024 regularly scheduled Commissioners meeting were reviewed. Commissioner Cooper made a motion to accept the minutes as presented, seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0

CUSTOMER & PUBLIC CONCERNS:

Storm damage resulting from the storm on Wednesday, February 28, 2024 through Thursday, February 29, 2024 affected mostly the westside of town, Brickyard, Cyr and Merry Mont roads. All the damage sustained was by trees and branches falling caused by the high winds.

The largest area that was affected by the storm were the customers that are fed from the Westside substation circuit 12 occurred on Wednesday night. This circuit supplies power to customers from the Dalton Townline to Main Street near the Beal House Inn. A tree just east of the junction of the St. Johnsbury Road and No. Littleton Road fell, broke a crossarm and caused the outage beginning at about 9 p.m. Power was restored to the area around the hospital within the hour with full power restoration just after midnight.

SUPERINTENDENT/ GENERAL MANAGERS REPORT:

LWL is undergoing a credit rating evaluation by Moody’s Investment Services, the results of which should be published by Tuesday,
March 12, 2024.

An engineer from Convergent Energy (proposed energy storage system) reviewed the potential interconnection location on Friday, March 1, 2024. Convergent will be placing a remote call to the LWL BOC following town meeting vote.




LWL personnel will be installing new conductors along the Industrial Park Road this week that will reroute the existing Circuit 21 from the Burndy Substation roadside which will improve access and significantly improve power restoration efforts. LWL is using a private, certified flagging company to manage traffic through the work zone. In addition, LWL personnel are in the process of repairing a small water leak near 862 Meadow Street that was reported on Friday, March 1, 2023. The decision was made to let the leak go over the weekend as it was not significant, not creating a travel hazard and LWL personnel had higher priorities of work that took precedence.

GENERAL/OTHER BUSINESS:

The recently completed power supply Forward Capacity Auction (FCA 18) was discussed with the BOC. FCA 18 is a projection of the generation capacity that would be available in fiscal years 2027 and 2028. Mr. Considine stated that LWL’s capacity obligation is based on LWL peak summer load plus about 30 percent. If the proposed energy storage system came to fruition LWL FCA obligation which is presently about 18 MW, could potentially be reduced by about 5 MW saving about $6,000 each month in LWL expenses.

MEETING ADJOURNMENT:

There being no further business to come before the board Commissioner Cooper made a motion to adjourn the meeting, seconded by Commissioner Ross.

The vote was in favor of the motion 3-0-0.

The meeting adjourned at 1:30 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
