The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Jan 4, 2021

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) began at 1:00 p.m. on Monday, January 4, 2021 in the LWL conference room. Present were Commissioner Schuyler Sweet, Commissioner Ralph Ross, Director of Finance Lori Hogan and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the December 21, 2021 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Sweet.

The vote was in favor of the motion 2-0-0

DIRECTOR of FINANCE and HUMAN RESOURCES REPORT:

Mrs. Hogan presented the BOC with a suggested cost of living allowance (COLA) for the salaried positions at LWL and comparison industry wage and salary data provided by the American Public Power Association (APPA) in their 2020 wage and salary survey. The APPA survey compares both hourly wage and salary positions throughout the public power sector for benchmarking purposes. The COLA suggested (2.8 %) is equivalent to that which the hourly employees will receive and is accounted for in the 2021 operating budget recently approved on December 21, 2020.

Following some additional discussions relative to the APPA comparison data provided and staff succession planning at the senior level. Commissioner Ross made a motion to approve the COLA increase for LWL’s salaried employees as presented.

The vote was in favor of the motion 2-0-0.

GENERAL/OTHER BUSINESS:

The BOC review the amended settlement agreement as requested by the White Mountain Hydroelectric Company (WMHC) and approved by the LWL BOC on December 21, 2020 to extend the terms of their settlement agreement.

The period would remain the same at three (3) years at the same rate (5-cents/kWh). The amended agreement effective dates are January 1, 2021 through December 31, 2023.

Superintendent Considine noted that the language contained in the amended agreement except for the change in dates mirrors the existing agreement. Finding all in order Commissioner Sweet executed the agreement on behalf of the LWL BOC, witness by Superintendent Considine.

MEETING ADJOURNMENT:

There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner Sweet.

The vote was in favor of the motion 2-0-0.

Meeting adjourned at 2:05 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
