Minutes of Littleton Water and Light Meetings

The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Jun 1, 2020

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, June 1, 2020 in the LWL conference room. Present were Commissioner Schuyler Sweet, Commissioner Ralph Ross, Commissioner Peter Cooper, Director of Finance Lori Hogan and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the May 18, 2020 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0

CUSTOMER AND PUBLIC CONCERNS:

Audio conferencing capability was made available to the general public participation.


FINANCIAL DIRECTORS REPORT:

1. Mrs. Hogan reviewed the highlights of the financial statements for the month ended April 2020 with the Commissioners. Several variances as compared to budget were discussed and explained by Mrs. Hogan.

2. The account receivables (AR) were generally reviewed and discussed. The impact of the ten (10) percent covid-19 relief abatement that LWL returned to customers for April and May amount to about $151,300.

3. Overall, the AR aging indicates an increase of about seventeen (17%) in LWL arrears as compared to this time last year which is generally attributed to the shut down due to the covid-19 pandemic.

4. The financial statement and independent auditors report for the year ended 2019 were recently received and distributed to the BOC for their review. The report will be discussed at a future BOC regular business meeting.

SUPERINTENDENT/ GENERAL MANAGERS REPORT:

Mr. Considine reviewed the following projects with the BOC: 1) The property (17 acres) gifted by the Daughters of Charity of the Sacred Heart of Jesus to the Littleton School Board is being studied by Horizon Engineering. Conceptual plans are being developed to gauge the viability of the project site with the main access off Crane Street. 2) Littleton Police Department has asked LWL to review a site on Porter Street for the placement of a new camera system attached to a utility pole, and 3) active water leaks are being addressed by LWL field personnel. A supposed water leak on Union Street near the intersection of Pine Street was excavated this past Thursday and no watermain leak was found. There are several other active small leaks that will be addressed by LWL over the next month or so. VELCO ROW vegetative maintenance crews have completed about fifty (50) spans on the LWL transmission line after one (1) month, a meeting is scheduled for this week to discuss project timeline.

GENERAL/ OTHER BUSINESS:

Mr. Considine made a request that the meeting be moved to nonpublic session to discuss a matter that may involve retaining legal counsel.

Commissioner Sweet made a motion to enter nonpublic session in accordance with RSA 91-A: 3 paragraph II (e).

Seconded by Commissioner Cooper.

Commissioner Sweet called for a roll call vote to enter in nonpublic session. Commissioner Sweet – Yes, Commissioner Ross – Yes, Commissioner Cooper – Yes.

The vote was in favor of the motion 3-0-0.

Entered nonpublic session at 1:44 p.m.

The minutes of the nonpublic session were sealed by vote of the BOC.

Public session reconvened at 1:53 p.m.

ADJOURNMENT:

There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner Cooper.

The vote was in favor of the motion 3-0-0.

Meeting adjourned at 1:56 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
