The Board meets on the first and third Monday of each month. Meetings begin at 1:00 p.m. and are held in the department conference room at 65 Lafayette Ave, Littleton. Board meetings are open to the public and time is allotted for public comments at each meeting.

Regular Meeting Mar 2, 2020

The regularly scheduled business meeting of the Littleton Water and Light (LWL) Board of Commissioners (BOC) meeting began at 1:00 p.m. on Monday, March 2, 2020 in the LWL conference room. Present were Commissioner Schuyler Sweet, Commissioner Ralph Ross and Superintendent Thomas Considine.

MINUTES REVIEW:

The minutes of the February 18, 2020 regularly scheduled Commissioners meeting were reviewed. Commissioner Ross made a motion to accept the minutes as presented, seconded by Commissioner Sweet.

The vote was in favor of the motion 2-0-0

CUSTOMER AND PUBLIC CONCERNS:

LWL personnel are repairing a small water leak (about 3 GPM) that appeared over the weekend at the road junction of Porter Street and Ammonoosuc Street. An abandon service line to a demolished building was leaking at the corporation as this line was not removed from the water main. Repairs were completed and the abandon line was disconnected from the water system.

LWL recently had to replace the acoustic leak detection equipment at a cost of $4,500. The current equipment was more than 25 years old and could no longer be repaired and the firmware is outdated. The leak detection equipment is mission critical to LWL making efficient and economical repairs as water many time does not surface directly above the leak/failure point.


SUPERINTENDENT/ GENERAL MANAGERS REPORT:

1. Two (2) auditors from Vachon and Clukay spent three (3) days last week at LWL conducting the financial audit for the year ended 2019. No significant deficiencies were mentioned, a draft report is expected by the end of March. Mrs. Lori Hogan who will be backfilling Mrs. Wilkins as the Director of Finance and HR beginning April 1, 2020 met the lead auditor and discussed the year ended process with him. Mrs. Hogan is expected to start on Monday, March 9, 2020.

2. The auditors provided the LWL BOC several letters to review in connection with the year ended audit process that were discussed and reviewed by the BOC. Following some additional discussion Commissioner Sweet executed Vachon Clukay’s Engagement letter (audit deliverables) and Governance (risk of fraud assessment) on behalf of LWL BOC.

3. LWL made contact this past week with Eversource Energy with regard to interconnecting to the 115kV (designated U199) on Streeter Pond Road in Franconia. A meeting between LWL and Eversource is expected in April 2020.

ADJOURNMENT:

There being no further business to come before the board Commissioner Ross made a motion to adjourn the meeting, seconded by Commissioner Sweet.

The vote was in favor of the motion 3-0-0.

Meeting adjourned at 1:29 p.m.

The regularly scheduled Commissioner’s meeting is held twice monthly on the first and third Monday, at 1:00 p.m., in the Department’s conference room.
